Recent Federal Actions Advance U.S. Energy Future
Underscoring a commitment to energy dominance, the Department of the Interior recently unveiled sweeping reforms aimed at fast-tracking energy infrastructure and production. Backed by President Trump’s Unleashing American Energy executive order, the Interior outlined two pivotal changes: streamlined permitting under the National Environmental Policy Act (NEPA) and expanded offshore oil production parameters in the Gulf.
Together, these reforms will efficiently harness America’s abundant natural resources, allowing domestic oil and gas producers to advance domestic energy development with reduced bureaucracy.
Streamlined Permitting
On April 23, Interior Secretary Doug Burgum announced a new permitting structure designed to simplify and expedite the approval process for essential energy infrastructure and critical mineral development. Under the proposed changes, alternative NEPA procedures will now have a review cap of 28 days. This is a significant reduction from the years projects could previously spend in regulatory red tape. As Secretary Burgum explained:
“Our nation’s energy future depends on more than just resources in the ground—it depends on our ability to access and develop them efficiently. By cutting through outdated red tape, we’re making it possible for producers to bring vital resources to market faster, safer, and with greater transparency.”
Consider, Appalachia’s 303-mile Mountain Valley Pipeline, originally proposed in 2014, spent roughly nine years in review, receiving federal approval in June 2024. This extended review period limited American families and businesses’ access to reliable and affordable domestic natural gas.
Without this streamlined permitting process, American energy producers would continue to face reduced infrastructure investments that threaten U.S. oil and natural gas market competitiveness. In its “Making American Energy Great Again” policy assessment, The Independent Petroleum Association of America (IPAA) explained this decision will:
“Support America’s small oil and natural gas producers and develop a robust energy policy that will unleash American entrepreneurs, expand our economy, and make the United States an energy superpower once again. This will not only benefit the United States, but nations around the globe.”
Boosting Offshore Oil Production
Simultaneously, the Interior Department released a landmark update to bolster offshore oil production policy in the Gulf of America. As a result, the Bureau of Safety and Environmental Enforcement (BSEE) now permits a greater pressure differential, rising from 200 psi to 1,500 psi.
This revised guidance will allow operators to extract more oil from existing wells at multiple zones, with experts expecting an up to a 10 percent increase in production—which is equivalent to 100,000 barrels per day. Notably, a University of Texas study showed that this commingled production can recover up to 61 percent more oil over 30 years compared to traditional sequential production techniques. As Secretary Burgum said:
“We’re delivering more American energy, more efficiently, and with fewer regulatory roadblocks. That means lower costs, more jobs, and greater security for American families and businesses—as President Trump promised.”
Additionally, by maximizing production from each reservoir, American producers will be able to conserve resources—producing more with less environmental impact. American Petroleum Institute upstream policy president Holly Hopkins underscored:
“Today’s announcement ensures new technologies and innovation can be fully leveraged to support safe and efficient offshore oil production in the Gulf as a critical source of affordable energy, government revenue and national security.”
